Certified payroll with ADP: from your payroll register to a WH-347
How to do certified payroll when you run payroll in ADP, which ADP reports hold the WH-347 numbers, and how to fill the gaps the register leaves.
If your company runs payroll in ADP and has just picked up a Davis-Bacon or prevailing-wage job, you will soon find that the payroll itself is the easy part. Every week you also owe a certified payroll for each covered project, usually on DOL's form WH-347, and it needs numbers your payroll run does not organize the way the form does.
This guide explains which of those numbers ADP already gives you, what is missing, your options for producing the report, and a weekly routine that keeps it from eating your Monday.

What the WH-347 needs, and what ADP already has
The WH-347 has two halves. The right side is pay for the week. The left side is the work: who, in which classification, for how many hours on this project each day.
| WH-347 data | Where it usually comes from with ADP |
|---|---|
| Gross for all work (7B) | Payroll register |
| Tax withholding and FICA (8) | Payroll register |
| Other deductions (8) | Payroll register, described on page 2 |
| Net pay (9) | Payroll register |
| Hourly rate paid (6A) | The rate on the employee or the pay statement |
| Worker name and an identifier (1B-1E) | Employee records; use the last four digits of the SSN or an employee ID, never the full SSN |
| Hours by day on this project, ST and OT (4, 5) | Your timesheets, unless ADP time tracking records hours by job |
| Labor classification (3) | The wage determination, matched to the work each person did |
| Gross on this project (7A) | Calculated: project hours times the rates paid, plus any cash in lieu |
| Fringe credit and cash in lieu (6B, 6C) | Your fringe plan costs and how you pay fringes |
So the register covers the pay columns, and the gaps are hours by project, classifications and fringes. That is where the weekly work goes.
Your options
1. Check what your ADP plan includes
ADP offers several payroll products, and what is included varies by product and plan. Ask your ADP representative whether your plan has a certified payroll or prevailing wage report, and whether it covers the agency formats your jobs require.
2. A certified payroll app from ADP Marketplace
ADP Marketplace lists third-party apps that read your ADP data and build certified payroll reports. As one example, the Points North certified payroll app for RUN listed a $175 monthly base plus $7.50 per report, with a $995 setup fee for its Basic edition (federal WH-347 only, 1-25 employees) and $1,495 for Deluxe, which adds state and municipal reports (as listed in October 2026). Check the current listing; prices and editions change.
3. Build it from the register yourself
Many small subcontractors run the register report each week, export it to Excel or CSV, and copy the numbers into a WH-347 alongside the timesheet hours. It works, and it costs nothing but time. It is also where most errors come from: a transposed rate, an overtime hour on the wrong day, a worker left off.
4. An export-based tool
A tool can read the same register export and timesheet file you would copy from, do the matching and arithmetic, and produce the WH-347. That keeps ADP as your payroll system with no integration or setup project.
Getting the export out of ADP
Run your payroll register (or payroll summary) for the pay date that covers the workweek, at the employee level, and export it to Excel or CSV rather than PDF. You want one row per employee with at least:
- Employee name and employee ID
- Regular and overtime hours, and rates if the report has them
- Gross pay
- Federal and state withholding
- Social Security and Medicare (FICA)
- Each other deduction, such as benefits or garnishments
- Net pay
Report names and column choices differ between ADP products and change over time, so look for the register or payroll summary in your reports area and save a custom version with these columns once you find it. A PDF register can be read, but numbers copied from PDFs are where errors creep in.
Hours by project: the part ADP may not hold
The WH-347 is per project, so you need each worker's hours split by job and by day. If your crew records hours in ADP's time tracking with a job or department code, export that. If not, the hours live on timecards, a separate time app, or the foreman's sheet.
Two rules to keep in mind while splitting hours:
- Overtime counts all the work. On contracts covered by the Contract Work Hours and Safety Standards Act, DOL's instructions say hours on the project past 40 total in the week are shown as overtime, counting hours worked on and off the covered site. A worker with 24 hours on a private job and 24 on your federal job has worked 48, so 8 of them are overtime.
- Payroll and timesheet totals should agree. If ADP paid 44 hours and the timesheets add up to 42, fix that before the WH-347 is built.
A weekly routine
- After payroll is processed, export the register for the week.
- Export or collect hours by project and day for the same workweek.
- Match workers between the two files by employee ID or name.
- Set each worker's classification on each project from the wage determination.
- Fill the WH-347 for each covered project, using the next payroll number.
- Check it: rates at or above the wage determination, overtime at 1.5x, 7B minus deductions equal to net pay.
- Sign page 2, send it the way the agency or prime asks, and keep a copy.
The WH-347 instructions explain each column in detail.
How Cert Pay Weekly works with ADP
Cert Pay Weekly is the export-based option. You upload your ADP RUN payroll register as a CSV or XLSX file (a PDF register is accepted as a fallback), plus hours by project from your timesheet export or a weekly grid. You confirm which column holds what the first time, and it remembers the layout. It produces one WH-347 per prevailing-wage project, flags missing classifications and pay below your wage determination's rates before you sign, and emails reminders until you mark each report submitted. It produces the federal WH-347 PDF; it does not file to LCPtracker or state portals today.
A sign-ready WH-347 from your payroll export, every week
Upload your payroll export from Gusto, QuickBooks or ADP plus hours by project from your timesheet or a weekly grid. Get a WH-347 for each prevailing-wage project, ready to sign, with reminders until it is submitted.
